I had a thought:
Would it not be easier for the user if new posts in the annoucements/rules section came up as new posts? That way it would be easier for everyone to keep up with everything.
Not knowing phpBB2, I'm not certain how to do this, but I suspect there will be something (somewhere...). Of course, the other option would be to simply move any announcements to an unlocked forum and lock the thread.

Okay I unlocked those forums, so they should pop up any new threads/announcements as new posts. Hopefully that will help people find them  . |

It might be a good idea to lock the topics though, otherwise people will be able to post in them (open to abuse?)
